Анотація

Розглядається проблема формалізованої оцінки кіберстійкості критичної інфраструктури в умовах зростаючої складності кіберзагроз. Існуючі підходи є фрагментованими та не мають чіткого зв'язку між базовими показниками кіберстійкості та їх оціночними метриками. Метою цього дослідження є розробка теоретико-множинної метричної моделі, яка формалізує набір можливих показників для кожного базового показника. Запропоновано формальне представлення показників як функції базових показників, що вводить концепцію кардинальності множин та її залежність від контексту застосування. Структурні (ex-ante) та операційні (ex-post) показники інтегровані в єдину математичну структуру, а також визначено функціональне відображення «базовий показник → набір можливих показників». Результати дозволяють перейти до формалізованої кількісної оцінки та підтримують розробку інтегральних показників та автоматизованого аналізу, покращуючи відтворюваність, порівнянність та валідність оцінки кіберстійкості.
